Cyber University – A New Era Begins in Uzbekistan’s Higher Education

In the first half of 2025, Uzbek society faced serious challenges in combating digital threats and cyber risks. According to data from the Ministry of Internal Affairs (MIA), a total of 58,800 cybercrimes were recorded across the country in 2024. This figure represents a 68-fold increase compared to just 863 cases in 2019.

In 2023, cybercrimes accounted for 6.2% of all crimes, but by 2024, this figure had risen to 44.4%. Nearly every second crime is now committed through information technologies. A staggering 98% of cybercrimes involve bank cards, most commonly through cyber theft and online fraud.

Common types of cybercrime include:

60% — Gaining access to bank cards or mobile devices through malicious links and software;

16% — Obtaining SMS codes to access bank cards or app accounts;

4% — Issuing online loans under citizens' names;

11% — Deceiving users on online marketplaces;

9% — Attracting public funds through various fraudulent schemes.

The number of cybercrime-related complaints has increased 34 times. In 2024 alone, cyberattacks caused total financial losses amounting to 1.909 trillion UZS. In Tashkent city alone, losses exceeded 381 billion UZS. Most alarmingly, only 4% of the stolen funds have been recovered — the remaining 96% disappeared into untraceable destinations used by cybercriminals.
